SHORTER jail terms should be offered as an incentive for prisoners to agree to supervision after they are released, according to Democratic Party legislator James To Kun-sun.

He suggested a reduction of one-sixth or one-tenth of the term be granted in addition to the normal remittance.

The Government is proposing to introduce compulsory supervision for some types of prisoner for up to two years after their release.
