Get tough with taxis

MAY I suggest the following measures in order to alleviate the traffic problems which Hong Kong faces: Let the police give a fixed penalty of $5,000 to every taxi driver who is showing the 'Out of Service' sign in his taxi during rush-hours. To me, 'Out of Service' means that the particular taxi shouldn't be on the road.


The Transport Department and police should tell taxi companies and their drivers that a change of driver should not take place during rush-hours and should emphasise that the fine will be imposed on them if they do not comply.


The Transport Department should liaise with travel agents and tour companies, to ensure that tourist buses are taken off the roads during rush-hours.


Those travel agents who do not comply with this instruction should be fined $10,000.
