Car-parks badly managed

I AM extremely disappointed by the administration of the car-parks in our government housing estate, Wang Tau Hom, in Kowloon. I am a self-employed driver and have been parking my light goods van there for over three years. The majority of users are residents who own a car or drive for a living.

At first, the car-parks were managed by the Housing Authority. It later handed over the running of them to Adams Parking.

Initially I parked in a multi-storey car-park. However, this was often left unattended, so I moved to uncovered parking spaces below my flat. There are about 20 spaces. Access is gained through a gate next to which is seated a watchman who controls a barrier.

Users are drawn in a ballot each year. Those allocated a space are given a sticker which they must display on the windscreen. Unfortunately, the watchmen are letting in vehicles which do not have a sticker and these unauthorised users are parking in spaces which other people have paid for. This means that authorised users frequently can't get a space.

Some people put chains across their spaces, to ensure they were left free, however management cut those chains promising that things would change.

Sometimes the watchmen fall asleep and leave the barrier up.

I have complained, but there has been no improvement. If the Housing Authority does not want to administer the car-parks on its estates, it must still respond to estate-related matters. I would like the people at Adams Parking to do something about this problem.
