Wilson sought revamp

FORMER Hong Kong governor Lord Wilson in 1992 commissioned the police manpower and command review after becoming disenchanted about the force's commitment to reform.

Coopers and Lybrand advocated scrapping numerous posts and performance-based pay scales.

Police said yesterday the recommendations adopted resulted in greater autonomy for district and regional chiefs.

The consultants, who were paid $3.95 million, were retained to give advice on a subsequent review by police into policy, resources and procedures.
