THE application fee for a Certificate of No Criminal Conviction - needed by most Hong Kongers seeking to emigrate - will be increased by $20 to $220 with effect from tomorrow to reflect increasing costs. The authorities processed 46,952 applications last year and 15,404 in the first four months of this year.
