EFFORTS will be focused on resolving five outstanding problems with China in the next 12 months, Mr Patten said. The issues are the right of abode, air services agreements, port development projects, continuity of the civil service and the adaptation of laws. These areas need to be settled soon because they are vital to the success of Hong Kong, he said. Both sides had achieved much in the past three years. 'As we look ahead, we can draw encouragement from the fact that we have succeeded in making as much progress over the last three years as arguably in any other three-year period since the signing of the Joint Declaration,' Mr Patten said.
