Plug working area loopholes
I AM surprised to learn of the vote against the suggestion of increasing the Public Cargo Working Areas (PCWA) fees by 20 per cent in the Legislative Council.
I firmly believe that as a result, those who are dominating the PCWAs permanently by occupying the berths there with barges are benefiting to a substantial degree.
This irregular situation has been in existence for a long time. Other operators who need the berths for loading or unloading, must pay much higher fees to those operators already there. This state of affairs illustrates that the government regulations designed to control the PCWAs, are flawed. They are failing to ensure fair competition and are therefore failing to protect the interests of the public.
The Government must act to plug the loopholes.
