PRESIDENT-elect Mr Bill Clinton's choice for secretary of state, Mr Warren Christopher, has made clear that the United States cannot tolerate China's behaviour on human rights, sale of lethal weapons and unfair trade.

Speaking at his confirmation hearing before the Senate Foreign Relations Committee last night (Hongkong time) Mr Christopher said US policy towards China must change under the new Clinton administration.

While praising China's new move towards free markets, Mr Christopher said the US ''simply cannot ignore'' China's sale of weapons to unstable regimes.

He said Washington also cannot overlook Beijing's abuse of human rights and its huge trade surplus with the US.

Mr Christopher said the US strategy under Mr Clinton will be to change China - from a communist regime to a democracy.
