No call for tariff changes

I was fascinated to hear a Hong Kong Telecom representative on the radio justifying the proposed changes in tariffs for local phone calls. He seemed to think one of the options - reducing the monthly charges by $20 - was highly significant to the consumer, I would like to ask him what he proposes I spend this massive saving on? What issue is Telecom responding to in restructuring prices? Maybe I missed the outcry over exisiting charges. My belief is that Telecom is trying to recoup some of its massive profit that has gone to alternative call providers.
