Underage drinking highlighted

THE problem of underage drinking is expected to feature strongly in Mr Justice Bokhary's preliminary report into the Lan Kwai Fong tragedy, which is due out today.


Sources close to the independent inquiry said Mr Justice Bokhary voiced ''clear concern'' about underage drinking.


The Governor, Mr Chris Patten, has said he intends to make the report public.


Mr Justice Bokhary was unable to tackle the problem fully in his initial report, which had to be completed in time for preparations for Lunar New Year celebrations.


''Underage drinking is something he is very concerned about after speaking to witnesses who described the many drunk young people in the area on the night,'' a source said.


''It is a clear feature of this report that he intends to address the problem in great detail in his final report.


- this should give him a chance to recommend strategies for tackling the problem.''
