Thatcher to speak on territory

Lady Thatcher was last night expected to condemn the provisional legislature and any attempt to interfere with the civil service in what could be the last debate on Hong Kong at Westminster before the general election.

The former prime minister was due to make only her third speech in the Lords since joining the House after she was removed as Conservative Party leader in 1990.

Lady Dunn and former governors Lord Wilson and Lord MacLehose were also due to speak in the debate.
