Up to 1,200 can seek panel seats

Up to 1,200 candidates will be allowed to stand for the 400 seats on the Selection Committee, according to a proposal yesterday.


A Preparatory Committee sub-group said the Selection Committee, which will choose the first chief executive and the provisional legislature, should be set up by competitive election.


Each of the four categories, with 100 seats, should be contested by more than 100 candidates.


'The size of nominations accepted is initially set at 20 per cent to 200 per cent oversize. In other words, the number of candidates nominated can range from 480 to 1,200 candidates,' said the sub-group.


The Preparatory Committee chairman's meeting would screen the nominations and recommend that the plenum make the final decision, the member said.


The initial requirements for candidates were that they should participate in an individual capacity, uphold the Basic Law, the 'one country, two systems' principle and the responsibilities of the Selection Committee.


The responsibilities include giving assistance to the provisional legislature.


The sub-group's discussion focused on opinions gathered from last month's consultation and a number of 'mainstream' ideas were adopted. The sub-group suggested former political figures who wished to join the Selection Committee should have Preparatory Committee approval.


They could be nominated by either a number of Preparatory Committee members or by a non-political registered group.


Former political figures are one of the four categories on the Selection Committee, but cannot be nominated by political parties.


Candidates from other categories - professional, business, and grass-roots and religious - can nominate their own candidates.


The sub-group decisions will be discussed at the third Preparatory Committee plenum in Zhuhai next week.
