Poster plague

I would like to use these columns to beg the answer to the thorny question of whether or not it is actually illegal for property agents, or their agents, to staple advertising posters on to the railings which run along public roads? I say thorny, because I have been give two contradictory answers.

Our residential area is plagued by these posters virtually every weekend and they usually end up all over the roads and pavements just an hour or two after they appear - especially on a windy day.

They make the place very untidy looking and certainly do not 'Keep Hong Kong Clean'.

I would be grateful for an explanation of the law with regard to this problem.
