Rejected resident denies triad link

The concubine of former Regional Council chairman Cheung Yan-lung last night denied allegations she was a triad member.

Dolly Chan Shuk-ching, 74, was commenting after a Canadian Federal Court judge upheld a decision to reject her as an immigrant because authorities believed she was involved with the Sun Yee On.

She had applied for a judicial review of the Canadian Commission's decision to revoke a visa it granted her.

Permanent-residency visas were issued to Ms Chan and her son, Stanley Cheung Tak-kwai, 36, in 1993.

'Had the parties acted on their valid visas straightaway, there is little question they would now be permanent residents in Canada,' Mr Justice Bud Cullen said in his judgment.

But they were withdrawn after a visa officer discovered new material about Ms Chan.

'The information indicated [Ms Chan] was a member of the Sun Yee On triad,' Mr Justice Cullen said.
