Bar Council member Lo Pui-yin last night denied a circular to members about the Selection Committee and the provisional legislature was biased.

The circular was issued to inform members about a meeting on nomination for the Selection Committee next Monday. There are three resolutions: not to support the provisional legislature; not to make any nominations for it; or to nominate no more than three members to the Selection Committee. Reasons for supporting only the first and second were given.

Mr Lo said arguments for the Selection Committee and the provisional legislature were given in a paper distributed with the circular.
