Ecologically sensitive

I refer to your anonymous correspondent's concern about the plans to develop the Tai Long Wan area of Sai Kung (Sunday Morning Post, August 18).

More than 30 years ago the Government considered proposals from the Hong Kong Tourist Association (HKTA) for the development of holiday resorts in Tai Long Wan and other areas in the Sai Kung peninsula. I understand that it took into account a wide range of interests including those of the villagers, the tourism benefits to the economy, the recreational needs of Hong Kong people as a whole and the measures that would be necessary to attract developers. It seems that the arguments for and against the scheme were finely balanced and this may explain why it took more than 10 years for the Government to finally reject the idea and to leave Tai Long Wan in its natural state. As far as I know this is still the Government's policy.

If the matter is to be reconsidered, then the same wide range of interests should again be taken into account, involving the Country Parks Authority, the HKTA and various government departments and Secretariat branches; it should not be left to the Sai Kung District Land Office.

Development is not necessarily bad, but it must be properly controlled. There are plenty of examples in Thailand of beautiful beach areas being ruined by ad hoc developments where the short-term profit motive of the developers was the prime consideration.
