Parents' disappointment

Legislators and parents yesterday said they were disappointed at the Government's explanation of why charges were dropped against a man accused of raping a mentally handicapped woman.

Deputy Principal Crown Counsel Cheung Wai-sun said the charge had been dropped at the request of the alleged victim's mother, because the girl's memory had faded and the prosecution 'did not wish to re-live her trauma in court'.

The case took 17 months to come to court but was dropped in mid-prosecution last month.

Legislators said the Government had not done enough to speed the prosecution and tell the mother of the possible use of the closed circuit television link for testimony by vulnerable witnesses.
