Deputy plans to widen base of electorate

National People's Congress (NPC) deputy Cheng Yiu-tong yesterday proposed to widen the base of the electorate of the 1998 NPC deputies to include members of the provisional legislature, the municipal councils and the district boards.

With the Chinese nationals among the Selection Committee members, they would select the Hong Kong deputies to the 9th NPC, Mr Cheng said.

He has been critical of the proposal that only Chinese nationals on the Selection Committee should be granted voting rights.

He said his proposal would incorporate people with public backing, although Democratic legislators would likely be excluded for opposition to the interim body. Kenneth Chow Charn-ki, a member of the Preparatory Committee, suggested its legal subgroup formulate only broad principles of legislative proposals to prevent the provisional legislature from appearing a 'rubber stamp'.
