Must install handrails

I am concerned about the flight of concrete stairs that lead from Connaught Road Central elevated walkway to the front entrance of Jardine House, formerly known as Connaught Centre.

Would either the Highways Department or Hong Kong Land be considerate and install a handrail to each side of the balustrade which has been clad in stainless steel panels? On the morning of January 3, while I was on my way to work, I saw a young girl with spasms descend slowly but most courageously down the stairs. With no handrail to assist her, she could only support her way down by pressing her contorted body flat against the side panel.

To show our genuine care for the less fortunate in society, I sincerely wish this deplorable oversight would be immediately remedied by the relevant government department or by Hong Kong Land.
