Selection of correct cadres 'holds key to wiping out poverty'

A senior Guangdong party official has stressed the importance of a morally correct leadership in eradicating poverty.

After a recent four-day inspection tour of Zhanjiang in Guangdong, Huang Huahua , a vice-party secretary of the province, said the selection of the right cadres was the key to ending poverty.

Sources in Zhanjiang said many anti-poverty officials were unenthusiastic in their work, partly because of low salaries. 'To compensate, they have extravagant feasts with local cadres under the guise of getting to know the local situation better,' he said. Mr Huang said that besides these excessive feasts, malpractices by anti-poverty officials included appropriation, obstruction and embezzlement.

Government departments and party organs should mainly be the targets for 'moral education', which was aimed at officials' correct understanding of their power, a good relationship with the masses and the right attitude towards work in eradicating poverty, he said.

Mr Huang also said moral education should teach cadres how to devise policies to be closer to the people and to serve them well, the Guangzhou-based Nanfang Daily reported.

He said the people-orientated policy would help correct malpractices among officials. With more than 100,000 poor people, Zhanjiang is one of the least well-off areas in Guangdong.
