I refer to Geoff Cutmore's letter headlined, 'Sensible policy change plea' (South China Morning Post, March 24).
I wish to explain the Urban Council's policy on filming within the boundary of its facilities. For all filming activities for news, public affairs and educational purposes, the council will normally grant permission to the organisation without charging fees provided the organisation concerned gives prior notice to the venue concerned. For filming of a commercial nature, should the council decide to give its permission, a levy will be charged.
Both the Cultural Centre and its adjoining piazza are under the jurisdiction of the Urban Council.
We apologise to Mr Cutmore if he felt aggrieved by the actions of the security guard trying to ascertain the nature of his filming activity.
To avoid misunderstanding in future, if Mr Cutmore wishes to film within the council's facilities, we would be grateful if he would contact the management of the venues to make the necessary arrangements.
