Kumagai Gumi (HK) plans to build roads and bridges worth about $3 billion linking Hong Kong and Shenzhen.

Frederick Ma, the company's deputy chairman, said Kumagai and New World Infrastructure had submitted designs to the Shenzhen government last week. He expected approval in the next few months.
