HEALTH and Welfare Secretary Katherine Fok Lo Shiu-ching yesterday shrugged off criticism that the Government had reacted too slowly to a recent measles outbreak.

Mrs Fok refused to rule out the possibility of implementing a large-scale reimmunisation programme, to vaccinate hundreds of thousands of under-19s. An emergency meeting on Tuesday is to determine policy towards the outbreak, which doctors fear could surge.
