Confused by parking puzzler

Please can the police traffic division explain an anomaly regarding parking in my area? It concerns two roads, Cape Road and Headland Road. Cape Road has many private houses, a large housing estate and a housing estate under construction. At least six bus routes use Cape Road as well as minibuses and a constant stream of vehicles serving the construction site. Headland Road has a few private houses at its far end, no buses and is a quiet cul de sac.


The anomaly is that vehicles of any type, private cars, school buses, lorries, cement mixers taxis etc, can park without incurring penalties, on footpaths on both sides of Cape Road at all times of the day even though pedestrians must walk in the road.


A car parked in Headland Road at 8am on a quiet Sunday morning incurs a fixed penalty fine.


Please can the police tell me why I can park on Cape Road but not on Headland Road? There are no signs to permit parking on either roads.
