Groups to be key in vote plan

The Executive Council will today examine the use of the proportional representation system for next year's geographical polls at its first meeting since the SAR's formation.


Under the proposals, the number of votes required to win a seat will be calculated by dividing the total of votes cast by the number of seats.


Initial seats will go to groups that have secured enough votes for one or more seats. The remaining seats will then be divided among groups according to vote size.


The adoption of this method will mean candidates have to take part in the election as part of a coalition or a political party.


After mapping out the framework of the electoral plan, the Legal Department will be asked to complete the drafting of the bills before the end of next month.


An election will be held around May next year.
