CHINA is absolutely right in maintaining that any negotiations should be a matter between the two sovereign states and that any agreement reached between the British and Chinese governments should not be overturned by the Legislative Council.
The Hongkong Government is under the direct control of the British Government, and it is the responsibility of the British Government to consult the Legislative Council and reach a clear understanding with our legislators before any negotiations with China.
Concessions may well be given by either side at the negotiating table. But once an agreement is reached between the two sovereign states it cannot possibly be overturned by the subordinate Legco.
What Legco has to say should be said and fully understood by the British Government before its negotiations with China.
