Investigations monitored

I refer to the letter headlined, 'Police office just a joke' (South China Morning Post, October 21), on complaints against police.

It is unfortunate that the writer, Spencer Chiu, had an unpleasant experience when he was given a 'ticket' by a police officer.

I wish to point out that the Commissioner of Police is determined to ensure that all members of the Hong Kong police go about their duties in a proper and polite manner at all times. Mr Chiu is therefore advised to report the incident to the Complaints Against Police Office (CAPO) or any police station so that a thorough investigation can be conducted.

Mr Chiu may also wish to know that all CAPO investigations are monitored and are subject to review by the Independent Police Complaints Council which is an independent body comprising non-police members. The council consists of a chairman and three vice-chairmen who are members of the Executive Council and the Provisional Legislative Council respectively. There are 15 ordinary members who come from the legal and medical professions, as well as the political parties in Hong Kong, while the Commissioner for Administrative Complaints is an ex-officio member.
