The 800-strong election committee which will select 10 legislators is to be formed in early April - only a month before the election.

Rules governing the committee's electoral procedures would be tabled to the provisional legislature in January, Chief Electoral Officer Li Wing said.

The selection of committee members is expected to start in early April.

Some provisional legislators said there would not be enough time for candidates who hoped to win seats via the committee to campaign. Chan Kam-lam of the Democratic Alliance for the Betterment of Hong Kong said the Government should start selection as soon as possible.

'It is very difficult for candidates to know all the 800 people. Time is too short,' Mr Chan said.

However, Mr Li rejected the call.

'We understand legislators' worries, but we have to act according to law which stipulates that the selection of the election committee can only be commenced after we have finished elector registration,' he said.
