electoral bill gazetted

BOTH China and the people of Hongkong should welcome the gazette of the electoral bill last Friday because it will now be possible for our legislators to carefully discuss the bill and agree on any amendments necessary in the interests of Hongkong.

It is essential for both the British and Chinese governments to fully understand what the people of Hongkong want at the negotiating table. Concessions may well be given by either side in the light of proposed amendments put forward by our legislators.

This fundamental reason for gazetting the bill should have been clearly explained to the general public by Mr Patten when he made his announcement to Legco on Friday.
