District board members will appeal to the Chief Executive after failing to end a bureaucratic stalemate over footbridge construction in Central.

Members of the Central and Western District Board have been pushing for bridges to connect the Entertainment Building, China Building and Central Tower after a pedestrian was killed by a car last August.

But they said red tape and lax co-ordination among government departments was delaying the project and accused officials of taking too soft a stance on unwilling developers who want an underground walkway system.

The Government has said it lacks legal power in some cases to force bridge construction.

Members said an underground system was too expensive.

They plan to write to Tung Chee-hwa asking for the project to be sped up.
