Panama is to establish a maritime regional office in Manila to speed up licensing of seafarers from the region, as Filipinos make up 60 per cent of the 180,000 seafarers on board Panamanian-flagged vessels. The office, which will open in mid-April, is part of Panama's programme of decentralising its maritime administration operations in response to the revised Standards of Training, Certification and Watchkeeping (STCW) convention.
