First-day covers in contention

Provisional legislator Lo Suk-ching has sparked a controversy after sending first-day stamp covers to members of the Election Committee, which he hopes will elect him to a legislature seat.

Mr Lo submitted his nomination last Thursday.

However, he enclosed first-day covers marking the opening of last month's Ninth National People's Congress in a letter congratulating committee members on their election.

The move has provoked claims of a possible breach of electoral rules.

Mr Lo was unavailable for comment yesterday.

Education subsector member Au Pak-kuen, of the Professional Teachers' Union, said Mr Lo had broken the rules.

Given the low value of the first-day covers, he took it as negligence on the part of Mr Lo.

'I think, however, that he should give the public an explanation on why he did that,' he said.

An Electoral Affairs Commission spokesman refused to comment, as did the ICAC.
