Vow on report for UN

The first official post-handover human rights report to be submitted to the UN by the SAR Government will not be amended by Beijing, the Home Affairs Bureau says.

Deputy Secretary for Home Affairs Peter Lo Yat-fai said: 'The Foreign Ministry has told us that it is the SAR government report. It is a fact-reporting document and facts could not be distorted.' Seven submissions were received following a five-week consultation on reporting under the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights.

The Frontier yesterday pressed for a 'balanced' report which would cover the first 12 months since the handover. 'I hope the Government will not engage in its old habit of covering up faults and publicising its merits only,' member Lee Cheuk-yan said after talks with Mr Lo.

'They should not only report the improvements in labour conditions but also mention the scrapping of legislation relating to workers' rights.' Government departments will finalise their draft for compilation by the end of the month.
