Listening to Financial Secretary Donald Tsang, at the announcement of the economic 'rescue package' last week, I realised just who is ruling the SAR.

The property developers seemed to have held the Government to ransom. Stop land sales and create an artificial scarcity of land and allow us to make more and more profits. Let the gullible public think he is purchasing future wealth.

The sandwich class always suffers worst. Land sites for this group are now withdrawn.

Provided the reduction in diesel fuel tax is passed on to the consumer, reduced fees here are to be welcomed.

Overall, the package is like a dose of Viagra to the incurably impotent. The so-called stimulus will be ineffective.
