Security chief to view prison brawl report

The Secretary for Security has asked to read a report into a Lantau prison brawl involving guards and inmates.

Twenty-one inmates were injured, two seriously, in the fight between local groups and illegal immigrants at Ma Po Ping prison on July 27, during which Correctional Services Department (CSD) officers were accused of using excessive force.

An inquiry headed by Assistant Commissioner of Correctional Services Leung Kam-yau is expected to be completed this week, although there have been calls by Human Rights Monitor for an independent investigation.

'The Commissioner of Correctional Services has ordered a board of inquiry, headed by an assistant commissioner, to look into the incident,' a government statement said last night.

'The inquiry will look into all aspects of the incident including the use of force by CSD staff.

'Notwithstanding the impartiality of the board's operation, the Secretary for Security has, in view of public interest in this case, asked the Commissioner of Correctional Services to forward the full report of the inquiry to him for consideration and the commissioner has agreed.'
