Explosive proposal

Film technicians who use explosives to create special effects would have to be licensed under a new proposal.

The plan has been put forward by the Information Technology and Broadcasting Bureau. Those already using such effects would have to prove their skills under a grading system.

Experts from the US would be hired to help establish the licensing system.

The proposed change comes after some film technicians, mainly unqualified, failed to obtain approval from different authorities to use explosives, the bureau told legislators in a paper.
