I refer to your reader J. Joustra's letter headlined 'How can anti-littering citizens do their bit?' (South China Morning Post, August 17).

Keeping our city clean is indeed a long and uphill battle which requires the joint effort of the Government and members of the public. Since the launch of the Keep Hong Kong Clean Campaign in 1972, a wide range of publicity and educational activities has been organised to raise public awareness of keeping the city clean.

Law enforcement is an important part of our overall efforts to curb littering in public places. The Urban Services Department has introduced a simple mailing form for the public to report any offence of littering from vehicles that they may witness.

The witness is required to fill in the 'Littering from Vehicle Report Form', providing details of the offence and particulars of the vehicle and then mail it back to our office. The department will look into each case before considering whether to take any prosecution action.

The report form is available at the district environment health offices of USD and the district offices of the Home Affairs Department.
