Move to help flat buyers

Greater protection for flat-buyers is expected with a new law that would require developers to provide details of presale flats before they go on the market.

Former legislator Albert Chan Wai-yip, quoting principal assistant secretary for housing, Eva To Hau-yin, said the new regulations would be tabled in Legco near the end of the year.

If approved, developers would have to give details - including gross flat size, facilities and equipment and parking space availability - that would have a legally binding liability.

Flat owners would then be able to take developers to court for loss or cancellation of contracts if they found the property failed to meet the specifications.
