Unpopular policy address

The Policy Address was more unpopular than any of the previous six such speeches, a poll showed. Just over 35 per cent of 508 respondents to a Hong Kong University survey said they were dissatisfied with the address; nearly 21.7 per cent were satisfied and 35.4 per cent were partly satisfied and partly not. This compared with 3.9 per cent dissatisfied with Chris Patten's first address in 1992, six per cent in 1993 and 14.1 per cent last year.
