The Electrical and Mechanical Services Department may not be the most visible or colourful organisation in Hong Kong, but its services are indispensable.

One of its achievements has been its ability to continuously upgrade the technical competence of staff to meet the fast-changing technological requirements of Hong Kong.

This was particularly noteworthy in the early post-war years when tertiary education was not widely accessible. Indeed, EMSD was one of the first organisations in Hong Kong to introduce an in- house apprentice training programme.

Other innovations which the department brought into Hong Kong include energy conservation, gas safety and indoor air quality awareness. It has played a vital role in making the community the modern and sophisticated one that it is today.

My congratulations to EMSD on the happy occasion of its 50th anniversary.
