Overload feared by juniors

A government staff union fears junior civil servants will be hardest hit by the five per cent productivity growth targeted by Tung Chee-hwa.


'We are worried that middle to lower rank staff will have to shoulder a heavier workload as managerial staff are unlikely to be axed,' said Hong Kong Civil Servants' General Union chairman Cheung Kwok-biu.


The union expressed its concerns over the Enhanced Productivity Programme to the Civil Service Bureau and the Standing Commission on Civil Service Salaries and the Conditions of Service.


Mr Tung has demanded five per cent productivity growth from each department by 2002 without giving additional resources.


Mr Cheung urged officials to ensure the quality of service would not be compromised.
