Hongkong Telecom workers will work to rule if the Government fails to help solve differences with management over a pay deal, a union said yesterday.

Fung Ping-kwong, treasurer of Cable & Wireless (HK) Ltd Staff Association, will ask the Labour Department today to help with negotiations.

'We have approached the labour relations division to see if they can strike common ground for discussion,' he said.

'If that does not yield any results, we have counter-actions. Asking our members to work to rule would be one of them.' The association will join the Hongkong Telecom Employees Union and Hong Kong Telephone Co Ltd Staff Association tonight at a sit-in outside the company's office in Gloucester Road, Wan Chai.

Hongkong Telecom announced on Monday a proposal to peg the year-end bonus to operating profit growth next year.
