Clemency bargain 'useless'

'Big Spender' Cheung Tze-keung failed in a last-ditch clemency plea after local police said the information he volunteered was useless, the Secretary for Security said yesterday.

Regina Ip Lau Suk-yee said the information was contained in a letter from Cheung passed to local police by mainland authorities.

Cheung hoped he could be spared the death sentence by volunteering information on crimes committed in the SAR.

But Mrs Ip said Hong Kong police who studied the information provided by Cheung had concluded it was 'useless'.

She declined to disclose details of the letter.

She said talks with the mainland authorities would be held soon on the transfer of fugitive offenders.

She said regard would be given to internationally recognised principles underlying arrangements for the transfer of fugitive offenders.
