Rise in cases

SOLVENT abuse among teenagers is increasing, although the numbers involved are still very small, according to the Government's Central Registry of Drug Abuse. While there were three reports of such abuse involving people under 21 in 1990, the tally went upto 17 in 1991 and 25 last year. The Government had no plans to introduce legislative controls given the limited extent of the problem.
