Restrictions on appointing councillors proposed
Officials would face restrictions on appointing members to the district councils under a proposed bill amendment.
The proposal, put forward by non-affiliated member Andrew Wong Wang-fat, would prevent the Government giving seats to candidates defeated in the council elections or any district board or municipal council elections for the previous six years.
Candidates with political backgrounds and those actively engaged in politics should also not be given appointed seats, Mr Wong's amendment to the District Councils Bill says.
'If they are of political parties or they participate in politics, they should stand for elections instead of waiting for appointed seats,' he said.
He will propose the councils' chairmen be elected on the principle of one-man, one-vote, rather than among members.
Mr Wong said he would seek to amend the bill only if amendments moved by the Democratic Party to abolish appointed seats were defeated.
