Chained girl in care

A nine-year-old girl found half-naked and chained to a balcony door while her mother went shopping has been put in emergency care after being discharged from hospital.

The girl was found chained by her hands and feet to the balcony door of her Kwai Chung Estate home by a neighbour on January 22.

A Social Welfare Department spokesman said the girl was discharged from Yan Chai Hospital yesterday and put in an emergency foster home temporarily. Her fate will then be in the hands of the courts.

A neighbour alerted police after tracing the girl's 'chilling cries' to her fourth-floor flat.

Firemen broke down the door to rescue the girl. Police arrested her mother when she returned from shopping.

Neighbours said they often saw the mother kicking the girl out into the corridor.

Outside the flat, a message scratched on the wall said: 'Mummy and daddy don't want me because I'm naughty.'
