'Big Spender' officer promoted

A crime fighter who played a crucial role in the arrest of Hong Kong gangster Cheung Tze-keung has been made the police boss of Shenzhen.

Zhang Yongqiang, former political commissar of the Criminal Investigation Department of Guangdong Public Security Bureau, took over from He Jinghuan as Shenzhen Public Security Director on Monday, the semi-official Hong Kong China News Agency reported yesterday.

Mr Zhang, 43, not only made a major contribution in the arrest of 'Big Spender' Cheung but was credited with cracking a narcotics case in 1996.

Cheung, who faced explosives smuggling and kidnapping charges, was executed in Guangzhou in December.

Mr He had held the director's position since 1993 after replacing Liang Dajun, who was forced to retire, apparently to take responsibility for a huge explosion at a dangerous goods warehouse.

The news agency said Mr Zhang had established an 'excellent working relationship' with Hong Kong police and would build on the ties in his new job.

Separately, the agency reported that three armed robbers raided a Guangzhou jewellery shop belonging to a Hong Kong man on Monday and made off with an unspecified amount of goods.
