Quite clearly, had the Government acted promptly after the Court of Final Appeal (CFA) decision in January and taken immediate steps for the Basic Law to be amended by the National People's Congress at its annual meeting in March, the wholly unsatisfactory outcome of the present controversy could have been avoided.

It would appear that the Government had no contingency plan prepared at that time should the CFA decision be adverse. One might ask why.
