Board on sport seen as 'drain'

The Sports Development Board should be scrapped in a new framework for sports services, says the Sports Federation and Olympic Committee of Hong Kong.


The federation has urged the Home Affairs Bureau to give it the board's power and funds.


In a submission to the Legislative Council, the federation criticised the board as 'an oddity' and 'an interloper' in the sports scene.


'The agency was founded nearly 10 years ago on a false premise and has become a millstone . . . causing anxiety and draining away resources,' it said.


The board had spent too much money on highly paid executives and administration and allocated few funds for athletes, the federation said.


Resources should go to athletes and their sports with minimal administrative and staffing costs.


Under the federation's proposal, the Home Affairs Bureau should be responsible for the sports management and promotion, while it would handle funding, facilities and policy.


Officials from the board were not available for comment last night.
