Footbridge report to attack retired officials
Retired officials will be accused in a report by legislators of negligence leading to a delay in building a footbridge at a busy road junction in Central.
'There is not much we can do as the officials have retired,' a source said yesterday. It is understood the report by the Legco Public Accounts Committee criticises the Lands Department for the delay.
The hold-up was caused by a lack of legal documents insisting a footbridge be built between the China Building and the Entertainment Building in Queen's Road Central.
Director of Lands Robert Pope has told legislators the owner of the China Building had reluctantly accepted the plan in a letter to the Government on February 5, 1975.
Government land agent K. B. Rolfe, who retired 15 years ago, wrote to a chief estate surveyor on February 24, 1975, telling him to draft a basic offer to the building's owner, without mentioning the footbridge.
